Final Road and Trail Management Plan

The Mount Diablo Road and Trail Management Plan (RTMP) was approved on March 10, 2016.


California Environmental Quality Act (CEQA)

A Negative Declaration was prepared for the Mount Diablo State Park (SP) Road and Trail Management Plan (RTMP) and is located in the Final Mount Diablo State Park RTMP (see above). Copies of the filed documents are available by emailing a request to trails@parks.ca.gov.


Background/Overview

A road and trail management plan provides specific direction for the long term construction, maintenance, and management of the road and trail system in a park.  The need for the plan at Mount Diablo State Park was identified in the 1989 General Plan as follows:

To accommodate increase visitation at the park, and to manage and protect resource values, the Department of Parks and Recreation needs to undertake major programs of resource management, building restoration, and interpretation, to enhance existing facilities, and to open up other areas for visitor enjoyment. The department must also develop new opportunities and facilities for optimizing public enjoyment of the park’s natural, cultural, and recreational resources.

Mount Diablo SP has nearly 200 miles of official roads and trails and many miles of unofficial trails created over the years by park visitors.  The plan provides the following information:
  • Which of nearly 200 miles of official roads and trails should be maintained, removed, and/or enhanced;
  • The types of trail uses (e.g. hiking, biking, and/or equestrian) that are appropriate on each road and trail;
  • Which of the unofficial trails should be removed and which should be made official;
  • Identifies the roads and trails that lead to damage of the natural and cultural resources of the park; 
  • Trail connections necessary to create trail loops and/or connect to trails outside the park;
  • Appropriate locations for new trails;
  • Needed facilities, such as restrooms, parking, and drinking water.
